The Mayor and Council of
the Town of Vinton, Louisiana, met in special session at the regular meeting
place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:30 P.M.
on the 6th day of September, 2006, after full compliance with all
requirements as to notice and otherwise in respect to convening of said meeting
with the following members present:
David
T. Riggins, Mayor
Karen
Douglass, Council Member
Kevin Merchant, Mayor-Pro-Tem
Kenneth O. Stinson, Council Member
Edward J. Vice, Council Member
ABSENT: William “B.B.” Loyd, Council Member

called the meeting to order and reported that the purpose of the meeting was as
follows:
1. To
discuss and/or transact business pertinent to Employee Appeal Hearing.
Mayor
Riggins asked Lt. Arthur Phillips if he would prefer his Appeal Hearing in
public or
executive
session. Lt. Phillips chose executive
session.
It was moved by Council
Member Merchant to recess the special meeting for an executive session
regarding an employee appeal hearing.
The motion was seconded by Council Member Douglass and carried.
It was moved by Council
Member Stinson that the special meeting be re-convened. The motion was seconded by Council Member
Merchant and carried.
Mayor Riggins reported
that Lt. Phillips had appealed the disciplinary action taken against him in
executive session and asked the Council for any action to be taken regarding
the appeal.
Mayor Riggins requested
action from the Council three (3) times and when no action was taken declared
the appeal denied.
There
being no further business to come before the Governing Authority, it was moved
by Council Member Stinson that the meeting be adjourned. The motion was seconded by Council Member Merchant
and carried.
