Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It was moved by Council Member Merchant
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Ms. Vice reported that a Resolution
is required authorizing the Mayor to enter into the Joint Service Agreement
with Gravity Drainage #2 for the purchase of the backhoe and bushhog.
It was moved by Council Member Loyd
that the following Resolution be adopted.
The motion was seconded by Council Member Bujard and carried.
R E S O L U T I O N
BE IT RESOLVED by the Governing
Authority of the Town of Vinton, Louisiana, convened in regular session on the
20th day of April, 2010 do hereby authorize entering into a joint service
agreement with the Gravity Drainage District #2 of Ward 7 of Calcasieu Parish,
State of Louisiana, for the sale and
purchase of equipment.
BE IT FURTHER RESOLVED by the Governing
Authority of the Town of Vinton, Louisiana, that the Mayor, Kenneth O. Stinson
is authorized and empowered to negotiate and enter into the joint service
agreement with the Gravity Drainage District #2 of Ward 7 of Calcasieu Parish,
State of Louisiana.

Bills for the month of February, 2010,
were approved and payment authorized upon a motion by Council Member Douga,
seconded by Council Member Merchant and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
Mayor Stinson presented a list of old
equipment/office supplies to the council to be declared surplus property and
put up for auction on June 5, 2010.
It was moved by Council Member Merchant
that the attached list of equipment/office supplies (Exhibit “A”) be declared
as surplus property and the clerk be authorized to advertise that the town will
hold auction of surplus property on June 5, 2010. The motion was seconded by Council Member
Loyd and carried.
Council Member Douga discussed future
plans for
After discussion, it was moved by
Council Member Douga to table any public meeting or further discussion on the
park until a meeting is held with the Ward 7 Recreation Board of
Commissioners. The motion was seconded
by Council Member Patin and carried.
Attorney Minaldi discussed the
proposed Joint Services Agreement for Residential Condemnation Inspection with
the governing authority.
After discussion, it was moved by
Council Member Bujard to authorize the Mayor to enter into a Joint Service
Agreement with the Parish relative to Residential Condemnation
Inspections. The motion was seconded by
Council Member Loyd and carried.
Ricky Fox, Chief of Police gave the
monthly Police Department report.
Mr. Robert Denison requested that the
governing authority adopt a resolution accepting the Sabine Pointe Sub-division
Plat as submitted.
It was moved by Council Member
Merchant to recess the meeting to give the attorney time to prepare the
requested resolution. The motion was
seconded by Council Member Loyd and carried.
It was moved by Council Member Douga
that the regular meeting be re-convened.
The motion was seconded by Council Member Bujard and carried.
After discussion, it was moved by
Council Member Merchant that the following Resolution be adopted. The motion was seconded by Council
Member Loyd and the vote cast thereon
was as follows:

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF
AT ITS APRIL 20, 2010 MEETING
WHEREAS, the Town Council of
the Town of Vinton has been asked to accept the Plat of Sabine Pointe
Subdivision presented to Mr.
WHEREAS,
the Plat was prepared by Carl Johnson,
WHEREAS,
the Plat will be filed immediately for record in the Office of the Clerk of
Court of Calcasieu Parish.
NO
THEREFORE, on the motion of Council Member Loyd, seconded by Council Member
Merchant:

IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF VINTON that the Plat of Sabine
Pointe Subdivision by Carl Johnson, Registered Land Surveyor No. 4866, is
accepted by the Town of Vinton, subject to the following provision and
exception;
BE
IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF VINTON that the Town of Vinton
does not accept at this time a dedication, in any form or fashion, of the
streets, roads, alleys, cul-de-sacs or utilities of Sabine Pointe Subdivision, and Vinton does
not accept responsibility in any form or fashion at this time for the streets,
roads, alleys, cul-de-sacs or utilities reflected on the said Plat of Sabine
Pointe Subdivision.
