Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It was moved by Council Member Merchant
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Douga and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Bills for the month of January, 2010,
were approved and payment authorized upon a motion by Council Member Loyd,
seconded by Council Member Patin and carried.
Mr. Bill Hankins, representing West
Calcasieu Cameron Hospital, informed the governing authority and public present
on the upcoming election for the proposed ad valorem tax that will allow
revenue for maintenance improvements for the hospital.
Emily Stewart, representing Delta
Downs Racetrack and Casino, presented a proposal to the governing authority
whereby the town and track would work together on a project that would assist
the current beautification efforts on
It was moved by Council Member Douga
that the Mayor be authorized and empowered to enter into an agreement with
Delta

Delta Downs will provide
and maintain approximately 10 banners and brackets on utility poles owned by
the Town of

The motion was seconded by
Council Member Merchant and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
Mayor Stinson discussed the proposed
Joint Service Agreement with the Parish under which the Parish supplies an
inspector to perform demolition inspections for the town.
After discussion, it was moved by
Council Member Bujard that the Mayor be authorized and empowered to enter into
a Joint Service Agreement with the Parish under which the Parish supplies an
inspector to perform demolition inspections for the town. The motion was seconded by Council Member
Douga and carried.
Council Member Douga reported on the
meeting he had with the Parish Animal Control representatives concerning on
going issues with their performance.
Chief of Police, Ricky Fox gave the
monthly police department report.
Due to the
Director of Public Works being called out for a sewer problem, copies of the
monthly public works and electrical department reports were given to the
governing authority.
Chief Merchant discussed a new
employment application for the Fire Department that would include a criminal
background check for potential new hires.
It was moved by Council Member Loyd
to amend the agenda to hear an item regarding an executive session on pending
litigation. The motion was seconded by
Council Member Douga and the vote cast thereon was as follows:

ABSENT: None
Mayor Stinson reported that an
executive session was needed to discuss pending litigation.
It was moved by Council Member Douga
to recess the regular meeting for an executive session. The motion was seconded by Council Member
Patin and carried.
It was moved by Council Member Douga
that the regular meeting be re-convened.
The motion was seconded by Council Member Loyd and carried.
Mayor Stinson reported that he had
updated the Council on pending litigation during the executive session.
There being no further business to
come before the Governing Authority, it was moved by Council Member Bujard that
the meeting be adjourned. The motion was
seconded by Council Member Douga and carried.
