The Mayor and Council of the Town of Vinton,
Louisiana, met in regular session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th
day of December, 2008, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It
was moved by Council Member Douga that the minutes of prior meeting/s, copies
of which were mailed to each Council Member, be approved as written. The motion was seconded by Council Member Merchant
and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
The following floating holidays were
approved for 2009, upon a motion by Council Member Douga seconded by Council
Member Merchant and carried:

After discussion, it was moved by
Council Member Vice that the following Resolution be adopted. The motion was seconded by Council Member Merchant
and the vote cast thereon was as follows:

RESOLUTION
BE IT RESLOVED by the governing
authority of the Town of Vinton, Louisiana, that Mayor Kenneth O. Stinson is
hereby authorized and directed to enter into a contract with Louisiana Municipal
Advisory & Technical Services along with their program partner Revenue
Discovery Systems (RDS) to provide comprehensive administration of the town’s
Occupational License Tax including but not limited to: notification, collections, maintaining
license data base, tax payer support and online license renewal.
BE IT FURTHER RESOVED that the service
is to be in effect for the 2009 license renewals.

Bills for the month of November, 2008,
were approved and payment authorized upon a motion by Council Member Merchant,
seconded by Council Member Douga and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
Mayor Stinson thanked the PTO for
their participation in the town’s Christmas festivities. He reported that it was a great success and
everyone had a wonderful time.
Mayor Stinson also thanked the DA’s
office for the toys they donated for the families in Vinton needing help during
this Christmas season. He also thanked
those who helped distribute the toys to the families.

Attorney Minaldi read aloud the
proposed Ordinance prohibiting political signs on public right of ways.
After the reading of the proposed
ordinance, it was moved by Council Member Douga to recess the regular meeting
for a Public Hearing. The motion was
seconded by Council Member Bujard and carried.
There being no public comment, it was
moved by Council Member Merchant to re-convene the regular meeting. The motion was seconded by Council Member
Douga and carried.

That the Code of Ordinances,
Section
17-114. Political or campaign
signs, etc.
It shall be unlawful for
any person to deposit, place, throw, scatter, drop or cast any political or
campaign sign, handbill, poster, dodger, card, placard or advertising matter of
any kind on any street, sidewalk, public way, alley, wharf, levee or any other
public way, or on any other public place or public property.
It also shall be
unlawful for any person to paste, post, nail or attach in any other manner any political
or campaign sign, handbill, dodger, card, placard or advertising matter of any
kind, to any pole, post or object on any public street, alley, sidewalk, wharf,
levee or other public way, or on any other public place or public property.
It also shall be unlawful for any person to
suspend or erect any political or campaign banner, sign, handbill, poster,
dodger, card placard or advertising matter of any kind over or across any
public street, alley, sidewalk, public way, wharf, levee or over any other
public way, or over any other public place or public property.
In addition to any other
remedy provided in this Code of Ordinances, the Town may remove and pick up any
of the above described items, when located or found in any of the above
described places, and dispose of these items.
Section 17-115. Application
to agents, employees or servants.
Whenever the provisions
of Section 17-114 shall be violated by any person through an agent, employee or
servant, both the employer and the agent, employee or servant shall be guilty
of the offense.

Ricky
Fox, Chief of Police gave the monthly Police Department report.
Mr. James Gradnigo discussed with the
governing authority the problem with drugs, gambling and loud noise in his
neighborhood, he stated that a better police presence could help with the
problem.
There being no further business to
come before the Governing Authority, it was moved by Council Member Bujard that
the meeting be adjourned. The motion was
seconded by Council Member Douga and carried.
