November 18, 2008
The Mayor and Council of the Town of Vinton,
Louisiana, met in regular session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th
day of November, 2008, with the following members present:

Harold
R. Douga, Council Member

“BB” Loyd, Council Member
Kevin
Merchant, Mayor Pro Tem
ABSENT: Edward J. Vice, Council Member

Reports were submitted:
Total Payroll for October, 2008 $ 100,148.90
Total Receipts for October, 2008 $ 885,862.64
Total Disbursements for October, 2008 $
1,589,810.01
Total Bills for October, 2008 $ 436,171.35

Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It
was moved by Council Member Loyd that the minutes of prior meeting/s, copies of
which were mailed to each Council Member, be approved as written. The motion was seconded by Council Member Merchant
and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Bills for the month of October, 2008,
were approved and payment authorized upon a motion by Council Member Bujard,
seconded by Council Member Loyd and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
Mayor Stinson discussed the town’s
participation in the Southwest Louisiana Economic Development
It was moved by Council Member
Merchant to authorize the Mayor to enter into a joint funding with the Parish
and six municipalities in the Parish in the amount of $$3,489.00/year for five
years, said payment is to be paid from town’s share of gaming proceeds. The motion was seconded by Council Member
Loyd and the vote cast thereon was as follows:
YEAS: Council Members Douga, Loyd and Merchant
NAYS: None
ABSENT: Council Member Vice
ABSTAINING: Council Member Bujard
Attorney Minaldi read the proposed
amendment to the Code of Ordinances regarding the prohibiting of political or
campaign signs on public right of ways.
After discussion, it was moved by
Council Member Bujard that the following Ordinance be introduced and a public
hearing be held on said Ordinance on December 16, 2008. The motion was seconded by Council Member
Loyd and the vote cast thereon was as follows:

ABSENT: Council Member Vice

ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:
ORDINANCE
An Ordinance amending Article V, by adding two sections,

17-114 and Section 17-115 pertaining to political
or
campaign signs, etc.
PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A
PUBLIC
HEARING WILL BE HELD IN
CONNECTION WITH THE
ADOPTION OF SAID ORDINANCE AT A
REGULAR
MEETING OF THE MAYOR AND COUNCIL
AT 6:00 P.M.,
ON THE 16th DAY OF DECEMBER,
2008, AT THE REGULAR
MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY
HALL,
IMMEDIATELY AFTER SAID PUBLIC
HEARING THE COUNCIL
WILL CONSIDER ADOPTION OF SAID ORDINANCE.
Ricky Fox, Chief of Police gave the
monthly Police Department report.
Terry Vice, Director of Public Works gave the monthly Public
Works and Electrical Departments reports.
It was moved by Council Member
Merchant that the regular meeting be recessed for an executive session to
discuss pending litigation. The motion
was seconded by Council Member Loyd and carried.
The executive session having been
completed, it was moved by Council Member Loyd that the regular meeting be re-convened. The motion was seconded by Council Member
Douga and carried
There being no further business to
come before the Governing Authority, it was moved by Council Member Douga that
the meeting be adjourned. The motion was
seconded by Council Member Loyd and carried.
