VINTON, LA

                November 15, 2011

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th day of November, 2011, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Cade Cole, Town Attorney

 

                                                                The following Reports were submitted:

 

                Total Payroll for October, 2011                                                                    $     138,597.54           

                                Total Receipts for October, 2011                                                                                $  1,104,671.75

                                Total Disbursements for October, 2011                                                   $  1,233,836.37    

                                Total Bills for October, 2011                                                                         $     444,590.40 

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of October, 2011, were approved and payment authorized upon a motion by Council Member Patin, seconded by Council Member Merchant and carried.

 

                                Senator John Smith thanked the governing authority and public present for their support in the October election and asked they continue to support him in the run-off election to be held on Saturday, November 19, 2011.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson reported that Mark Daigle’s seat on the Vinton Harbor and Terminal Board is expired and two names need to be submitted from the town to fill that seat.

 

                                It was moved by Council Member Merchant that the following names be submitted to the Vinton Harbor and Terminal District for the expiring term of Mark Daigle:

 

                                                                                                Mark Daigle

                                                                                                Nathan Taylor

 

The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson discussed the possibility of sponsoring a Farmers Market once a month in the downtown area. 

 

                                Attorney Cole read and explained the proposed amendments to the Grass and Weed Ordinance and the Demolition and Removal of Unsafe Buildings Ordinance.

 

                                After discussion, it was moved by Council Member Bujard that the following Ordinance be introduced and that a Public Hearing be held on said ordinance at the December 20, 2011, regular meeting.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

IS HEREBY AMENDED BY AMENDING AND RESTATING ARTICLE II OF

CHAPTER 13, TO REVISE THE TOWN’S NOXIOUS GRASS AND

WEED CONTROLS

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

THAT THE CODE OF ORDINANCES, OF THE TOWN OF VINTON, LOUISIANA,

IS HEREBY AMENDED BY AMENDING AND RESTATING ARTICLE II OF

CHAPTER 13, TO REVISE THE TOWN’S NOXIOUS GRASS AND

WEED CONTROLS

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 20th DAY OF DECEMBER, 2011, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

                                Chief Ricky Fox gave the monthly Police Department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and Civil Defense reports. 

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
