Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and then
followed the Pledge of Allegiance.
It was moved by Council Member Bujard
that the minutes of prior meetings, copies of which were mailed to each Council
Member prior to the meeting, be approved as written. The motion was seconded by Council Member Douga
and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Bills for the month of August, 2010,
were approved and payment authorized upon a motion by Council Member Patin,
seconded by Council Member Loyd and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
It was moved by Council Member Merchant
that the following Resolution be adopted.
The motion was seconded by Council Member Loyd and the vote cast thereon
was as follows:

and Patin

ABSENT: None
RESOLUTION
BE IT RESOLVED by the Governing Authority
of the Town of Vinton, Louisiana, in regular session convened that Mayor
Kenneth O. Stinson, does hereby accept the final completion of the Vinton Safe
Routes to School Sidewalk Project.
APPROVED AND ADOPTED this 17th day of August, 2010.

Council Member Bujard reminded the public present
to get out and vote on the proposed parish tax issues on the October 2, 2010
ballot.
Council Member Douga
introduced Mr. Tony Bouche, Site Operation Manager for IESI and asked that he
update the governing authority on garbage issues. Mr. Bouche addressed the Council.
Council Members Douga,
Patin, Bujard and Mayor Stinson discussed amending the Water/Sewer Rate
Ordinance to reflect a $1.50 increase on each service.
After discussion, it was
moved by Council Member Douga to authorize the attorney to draft an amendment
to the Water/Sewer Rate Ordinance to reflect an increase of $1.50 to each
service and that the increase take effect January, 2011. The motion was seconded by Council Member
Merchant and the vote cast thereon was as follows:

Council Member Merchant
presented a proposed amendment to the Firework Ordinance to the governing
authority, a copy of which is attached to these minutes.
After discussion, it was
moved by Council Member Bujard that the following Ordinance be introduced and
that a public hearing be held on said Ordinance at the regular meeting to be
held on October 19, 2010. The motion was
seconded by Council Member Loyd and the vote cast thereon was as follows:

PUBLIC NOTICE
IS HEREBY FURTHER GIVEN THAT A PUBLIC
HEARING WILL BE HELD
IN CONNECTION WITH THE
ADOPTION OF SAID
ORDINANCE AT A REGULAR
MEETING OF THE MAYOR
AND COUNCIL AT 6:00 P.M.,
ON THE 19th

Ricky Fox, Chief of Police gave the
monthly Police Department report.
Upon the recommendation of Chief Fox,
it was moved by Council Member Loyd that Melinda S. Broussard be hired as a
probationary dispatcher. The motion was
seconded by Council Member Merchant and carried.
It was moved by Council Member Patin
that the agenda be amended to hear an item from Mr. Ed Vice regarding a
newspaper article. The motion was
seconded by Council Member Loyd and the vote cast thereon was as follows:

Mr. Vice stated that the newspaper’s
publication of the minutes from the September 8th, special meeting
were incorrect in stating he wanted fewer employees in the administration
department.
After discussion, it was moved by
Council Member Loyd to revise the September 8, 2010, special meeting minutes by
striking the portion where Mr. Vice states he wants fewer employees in the
administration department, and to approve the September 8, 2010 minutes as
revised The motion was seconded by
Council Member Bujard and the vote cast thereon was as follows:

Patin
NAYS: Council Member Douga
ABSENT: None
There being no further business to
come before the Governing Authority, it was moved by Council Member Bujard that
the meeting be adjourned. The motion was
seconded by Council Member Douga and carried.
