The Mayor and Council of the Town of Vinton,
Louisiana, met in regular session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th
day of September, 2008, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It
was moved by Council Member Loyd that the minutes of prior meeting/s, copies of
which were mailed to each Council Member, be approved as written. The motion was seconded by Council Member Douga
and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
After discussion, it was moved by
Council Member Merchant that Halloween Trick or Treating be observed on
Saturday, November 1, 2008, from 6:00 P.M. – 8:00 P.M., between the 1400 – 1500
blocks of
Bills for the month of August, 2008,
were approved and payment authorized upon a motion by Council Member Merchant,
seconded by Council Member Loyd and carried.
Mayor Stinson discussed hurricane
debris pick-up. He requested that citizens
move their debris to public right of ways for pick-up, but asked that they keep
the debris out of the roads and ditches.
Mayor Stinson also announced that
Burn Permit fees will be waived until September 30, 2008, for those wanting to
burn their vegetative debris. He
stressed that even though the fee is waived you still must come and get the
permit and abide by the Burning Ordinance.
Council Member Douga expressed his
appreciation to the town employees who stayed and worked through Hurricanes Gustav
and Ike. He stated that he was impressed
at how well the town officials and employees functioned under such stressful
and uncertain circumstances. Mr Douga
also expressed the importance of citizens especially those with special needs
evacuating during a storm. He stated we
need to continue to educate and encourage the public on the importance of
evacuations whether they are voluntary, mandatory or strongly recommended.
Attorney Minaldi discussed entering
into an agreement with Duncan Oil regarding a seismic permit for the 10 acres
of land belonging to the Town of
After discussion, it was moved by
Council Member Loyd to authorize the Mayor to enter into and agreement with
Duncan Oil Company, allowing for a seismic permit on the 10 acres of land
belonging to the Town of
Ricky Fox, Chief of Police gave the monthly Police Department
report.

There being no further business to
come before the Governing Authority, it was moved by Council Member Douga that
the meeting be adjourned. The motion was
seconded by Council Member Loyd and carried.
