Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It was moved by Council Member Douga
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Ms. Vice requested that the Council authorize the Mayor to contract with
courtmoney.com to collect traffic fines online via credit card payments. This service would be free of cost to the
town, the transaction fee would be charged to the customer by CourtMoney.
After discussion, it was moved by
Council Member Patin to authorize the Mayor to enter into a contract with
courtmoney.com for online credit card payments of traffic fines as
discussed. The motion was seconded by
Council Member Douga and carried.
Bills for the month of August, 2009,
were approved and payment authorized upon a motion by Council Member Merchant,
seconded by Council Member Loyd and carried.
Mayor Stinson announced that the Keep
Vinton Beautiful meeting has been re-scheduled for September 28, 2009, at 6:00
p.m. at city hall.
Mayor Stinson updated the governing
authority on pending grants and projects.
It was moved by Council Member Loyd
that the following Resolution be adopted regarding the Variable Message Sign Grant. The motion was seconded by Council Member
Douga and the vote cast thereon was as follows:

RESOLUTION
BE IT RESOLVED by the governing authority
of the Town of Vinton, Louisiana, in regular session convened that Mayor
Kenneth O. Stinson is hereby authorized and empowered to execute any and all documents pertaining to
the State Agreement regarding the Portable Variable Message Sign Purchase.

Merchant that the following Resolution be adopted regarding the DEQ Water
Efficiency Improvement Project. The
motion was seconded by Council Member Patin and the vote cast thereon was as
follows:

RESOLUTION
BE IT RESOLVED by the Governing
Authority of the Town of Vinton, Louisiana, in regular session convened that Mayor
Kenneth O. Stinson is hereby authorized to advertise for the receipt of
construction bids for the LADEQ Water Efficiency Improvement Program Project.

monthly police department report.
Upon the
recommendation of Chief Fox, it was moved by Council Member Loyd that Rhonda
Schalk be made a regular employee effective 9/16/2009. The motion was seconded by Council Member
Patin and carried.
In the absence of
Ms. Ruth Toupes was present at the
meeting but stated the Mayor had answered her question and she did not want to
speak.
Mr. Edward Vice was present at the
meeting but stated he did not want to address the council at this time.
There being no further business to
come before the Governing Authority, it was moved by Council Member Douga that
the meeting be adjourned. The motion was
seconded by Council Member Loyd and carried.
