Vinton, Louisiana

                        The Mayor and Council of the Town of Vinton, Louisiana, met in special session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 P.M., on the 8th day of September, 2010, after full compliance with all requirements as to notice and otherwise in respect to convening of said meeting with the following members present:

 

                                                Kenneth O. Stinson, Mayor

                                                Bliss Bujard, Council Member

                                                Harold R. Douga, Council Member

                                                William “BB” Loyd, Council Member

                                                Kevin Merchant, Council Member

                                                Paul Patin, Council Member

                                                                                                                                                                                    ABSENT:        None

 

            ALSO PRESENT:       Thad Minaldi, Town Attorney and Phillip Abshire, CPA 

 

                                                           

                        Kenneth Stinson, Mayor called the meeting to order and reported that the purposes of the meeting were as follows:

 

1.        Discuss and/or transact business pertinent to Public Hearing/possible adoption of the proposed 2011 Budget.

2.        Discuss and/or transact business pertinent to water rate for new commercial business.

 

                        It was moved by Council Member Merchant that the special meeting be recessed for a public hearing on the proposed 2011 budget.  The motion was seconded by Council Member Loyd and carried.

 

                        Mayor Stinson announced during the public hearing that the proposed increase of $1.50 for water and $1.50 for sewer is being removed from the budget.

 

                        Mr. Edward Vice expressed his opinion regarding having more employees in the Police Department and less employees in Administration.

 

                        There also was discussion among the Council Members and the Mayor regarding the removal of the formerly proposed increases for water and for sewer.

 

                        There being no further input from the public, it was moved by Council Member Loyd that the special meeting be re-convened.  The motion was seconded by Council Member Merchant and carried.

 

                        The Mayor stated that the presented 2011 Budget for the Fire Department and the presented 2011 Budget for the Town’s Administration Department each would be voted on separately and apart from the Town’s 2011 Budget for all other departments and divisions.

 

 

                        It was moved by Council Member Douga that the Town’s 2011 Budget (attached hereto as Exhibit A), less and excluding the Town’s 2011 Budget for Town Administration Department, and less and excluding the Town’s 2011 Budget for the Fire Department, be adopted as presented.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant & Patin

 

                                                NAYS:  None

 

                                            ABSENT:  None

 

                        It was moved by Council Member Loyd that the Town’s 2011 Administration Department Budget (attached hereto as Exhibit B) be adopted as presented.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant & Patin

 

                                                NAYS:  None

 

                                  ABSTAINING:  Council Member Douga

 

                                           ABSENT:  None

 

                        It was moved by Council Member Douga that the Town’s 2011 Fire Department Budget (attached hereto as Exhibit C) be adopted as presented.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, and Loyd

 

                                                NAYS:  Council Member Patin

 

                                  ABSTAINING:  Council Member Merchant

 

                                           ABSENT:  None

 

                        Mayor Stinson discussed a potential new business to be located on Williams Road that would use more water than the average customer, and the Mayor asked the Council to discuss passing a resolution from the Council to determine a rate to be charged to the business.

 

                        The Mayor explained that the customer’s business is a plant nursery that would use approximately 200,000 gallons of water per month and he recommended that the council set a monthly rate of $350.00 - $400.00 per month.

 

                        After discussion, it was moved by Council Member Douga to adopt a resolution setting a water rate of $400.00/month for the new plant nursery to be located on Williams Road.  The motion died for the lack of a second.

 

                        It was moved by Council Member Merchant to adopt a resolution setting a water rate of $350.00/month for the new plant nursery to be located on Williams Road.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                    YEAS:   Council Members Loyd and Merchant

 

                                    NAYS:  Council Members Bujard, Douga and Patin

 

                               ABSENT:  None

 

Motion failed.

 

                        After a lengthy discussion, it was moved by Council Member Merchant to adopt the resolution setting a water rate of $350.00/month for the new plant nursery to be located on Williams Road.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                    YEAS:  Council Members Douga, Loyd and Merchant

 

                                    NAYS:  Council Members Bujard and Patin

 

                                ABSENT:  None

 

RESOLUTION

 

                        BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in special session convened, that the following water rate for the customer who will operate a plant nursery to be located on Williams Road shall be $350.00/per month.

 

                        BE IT FURTHER RESOLVED that upon available water usage data this rate will be reviewed and adjusted as needed.

 

                        APPROVED AND ADOPTED this 8th day of September, 2010.

                        There being no further business to come before the governing authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
