The Mayor and Council of
the Town of Vinton, Louisiana, met in special session at the regular meeting
place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00
P.M., on the 4th day of September 2008, after full compliance with
all requirements as to notice and otherwise in respect to convening of said
meeting with the following members present:
Kenneth
O. Stinson, Mayor
Kevin Merchant, Mayor-Pro-Tem
Edward J. Vice, Council Member
ABSENT: William “BB” Loyd, Council Member
ALSO PRESENT: Thad Minaldi, Town Attorney & Phillip Abshire, CPA
Kenneth Stinson, Mayor
called the meeting to order and reported that the purposes of the meeting were
as follows:
1.
To discuss and/or transact
business pertinent to Public Hearing and possible adoption of the October 1,
2008 – September 30, 2009 budget.
2.
To discuss and/or transact
business pertinent to amending 2008 budget.
It was moved by Council Member Merchant that the regular
meeting be
recessed
for a public hearing regarding the 2009 Budget. The motion was seconded by
Council Member Bujard and carried.
Phillip Abshire, CPA and
Mayor Stinson reviewed the proposed 2009 budget with the governing authority
and public present.
There being no questions
from the public, it was moved by Council Member Merchant that the regular
meeting be re-convened. The motion was
seconded by Council member Bujard and carried.
It was moved by Council
Member Merchant that the following Resolution be adopted. The motion was seconded by Council Member
Vice and the vote cast thereon was as follows:

Council Member Loyd
RESOLUTION
BE IT RESOLVED by the Mayor
and Council of the Town of
Section 1. Be it resolved that the attached detailed
estimate of Revenues for the fiscal year beginning October 1, 2008 and ending
September 30, 2009, be and the same is hereby adopted to serve as an operating
budget of revenues for the Town during same period.
Section 2. Be it further resolved that 100% of the
estimated wages and 100% of the attached estimates of expenditures by
departments for same is hereby adopted to serve as a budget of expenditures for
the Town during the said period.
Section 3. Be it further resolved that the adoption of
this operating budget of expenditures is by and the same is hereby declared to
operate as an appropriation of the amount herein set forth with the terms of
budget classification.
Section 4. Be it further resolved that amounts are
available for expenditures only to the extent included with the 2008-2009 budget.
Section 5. Be it further resolved that this resolution
shall take effect October 1, 2008.

Phillip Abshire, CPA
presented the budget amendment for the fiscal year ending September 30,
2008. Mr. Abshire reported that the
budget was primarily being amended for rising fuel cost and insurance.
It was moved by Council
Member Merchant that the 2008 budget amendment be adopted as presented. The motion was seconded by Council Member
Douga and carried
There being no further
business to come before the governing authority, it was moved by Council Member
Vice that the meeting be adjourned. The
motion was seconded by Council Member Merchant and carried.
