The Mayor and
Council of the Town of Vinton, Louisiana, met in special session at the regular
meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at
6:30 P.M., on the 27th day of August, 2007, after full compliance
with all requirements as to notice and otherwise in respect to convening of
said meeting with the following members present:

Karen
Douglass, Council Member
William
“B.B.” Loyd, Council Member
Kevin
Merchant, Mayor-Pro-Tem
Edward J.
Vice, Council Member
ABSENT: None
ALSO PRESENT: Thad
Minaldi, Town Attorney and Phillip Abshire, CPA
Kenneth Stinson,
Mayor called the meeting to order and reported that the purpose of the meeting
was as follows:
1. To discuss and/or transact business pertinent to
presentation of proposed 2008 budget.
2. To discuss and/or transact business pertinent to
2007 budget amendment.
Mayor Stinson
and Phillip Abshire presented the proposed 2008 budget to the governing
authority.
After
discussion, it was moved by Council Member Loyd that the a Public Hearing be
held on September 11, 2007, regarding the proposed 2008 budget and that the
following Public Notice be advertised in the town’s official journal. The motion was seconded by Council Member
Douglass and the vote cast thereon was as follows:
YEAS: Council Members Bujard, Douglass, Loyd,
Merchant and Stinson
NAYS: None
ABSENT: None
BUDGET HEARING
The
proposed budget for the year October 1, 2007, thru September 30, 2008, of the
Town of Vinton, Louisiana, has been prepared in accordance with the provisions
of the Louisiana Local Government Budget Act and is available for public
inspection at the office of the Mayor, Town of Vinton, Louisiana from 7:30 A.M.
to 5:00 P.M., Monday through Thursday and 8:00 A.M. to Noon on Friday (except
holidays). A public hearing on the
Proposed Budget is scheduled for:
6:30 P.M. – City
Hall

OPERATING BUDGET
SUMMARY
Following is a summary of the proposed budget for
the year October 1, 2007 thru September 30, 2008:
TRANSFERS AND LOANS ($204,288)
ESTIMATED ENDING FUND BALANCE $9,471,104
The proposed operating budget for the
year ending September 30, 2008, which is available at City Hall, provides
further details.
Mayor Stinson
and Phillip Abshire, CPA, discussed the 2007 Budget Amendment with the
governing authority. The major reason
for the amendment was the big increase in the cost of insurance.
After discussion,
it was moved by Council Member Douglass that the 2007 Budget Amendment be
approved. The motion was seconded by
Council Member Loyd and the vote cast thereon was as follows:
YEAS: Council Members Bujard, Douglass, Loyd,
Merchant and Vice
NAYS: None
ABSENT: None
There being no further business to come before
the Governing Authority, it was moved by Council Member Douglass that the
meeting be adjourned. The motion was
seconded by Council Member Bujard and carried.
