VINTON, LA

                September 18, 2007

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of September, 2007, with the following members present:

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Karen Douglass, Council Member

                                                                                William “BB” Loyd, Council Member

                                                                                Kevin Merchant, Mayor Pro Tem

                                                                               

                                ABSENT:                                Edward J. Vice, Council Member

 

                                ALSO PRESENT:                   Thad Minaldi, Town Attorney

                                                                                                                                                                                                               

The following Reports were submitted:

 

                                Total Payroll for August, 2007                                                            $      78,588.75  

                                Total Receipts for August, 2007                                                         $    860,025.12

                                Total Disbursements for August, 2007                                             $ 1,011,555.36

                                Total Bills for August, 2007                                                                                $    513,334.09 

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in

 prayer,  and there followed the Pledge of Allegiance.

 

                                Mayor Stinson introduced Representative- Elect Mike Danahay.  Mr. Danahay thanked everyone for their support during his election and said he is looking forward to representing us in Baton Rouge.

 

                                It was moved by Council Member Douglass that the minutes of prior meeting/s, copies of

 which were mailed to each Council Member, be approved as written.  The motion was seconded by Council Member Merchant and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of August, 2007, were approved and payment authorized upon a

motion by Council Member Douglass, seconded by Council Member Bujard and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Loyd that the following names be submitted for the expiring term on the Vinton Harbor & Terminal District Board:

 

                                                                                Kevin Pickett

                                                                                Steve Borders

 

The motion was seconded by Council Member Douglass and carried.

 

                                It was moved by Council Member Douglass that he following Resolution be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Douglass, Loyd and Merchant

               

                                                                NAYS:  None

 

                                                           ABSENT:  Council Member Vice

 

RESOLUTION

 

                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana that effective October 1, 2007, the residential water rate for Town of Vinton customers be increased $2.50, making the total charge for water $17.50/month.

                                BE IT FURTHER RESOLVED that effective October 1, 2007, the residential sewer rate for Town of Vinton customers be increased $2.50, making the total charge for sewer $17.50/month.

 

                                APPROVED AND ADOPTED this 18th day of September, 2007.

                                Mayor Stinson and Attorney Minaldi discussed the garbage bids that were received and some changes that needed to be made to the proposed garbage contract.

 

                                Mayor Stinson presented Ms. Megan Moore a Proclamation honoring her awards and titles in the National Little Britches Rodeo.

 

                                Attorney Minaldi presented a proposed amendment to the Ordinance increasing the speed limit on East Street.

 

                                After discussion, it was moved by Council Member Douglass to introduce the following Ordinance increasing the speed limit on a portion of East Street, and to hold a public hearing on said Ordinance on at the October 16, 2007, council meeting.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

                                                                                NAYS:  None

 

                                                                           ABSENT:  Council Member Vice

                                                                THE SPEED LIMIT ON EAST STREET FROM

                                                                KATHY STREET NORTH TO PARISH ROAD

                                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                                ON THE 16th DAY OF OCTOBER, 2007, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Attorney Minaldi discussed hours of operation for the Skate Park. 

 

                                Ricky Fox, Chief of Police gave the monthly Police Department report.

 

                                Mr. Kevin Moore questioned Chief Fox about two on-going burglary investigations.

 

                                Terry Vice, Director of Public Works gave the monthly Electrical and Public Works Department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douglass that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
