called the meeting to order. Chaplin
Tatum led in prayer,
and there followed
the Pledge of Allegiance.
It was moved by
Council Member Merchant that the minutes of prior meeting/s, copies of
which were mailed to
each Council Member, be approved as written.
The motion was seconded by Council Member Douglass and carried.
Mary Vice, City
Clerk gave the administration report for the month.
It was moved by
Council Member Loyd and seconded by Council Member Stinson that the following
Resolution be adopted:
TOWN
OF VINTON, LOUISIANA RESOLTUION
BE IT RESOLVED, that the following millage is hereby
levied on the 2006, tax roll on all property to taxation by the Town of Vinton,
Louisiana:
6.45 Mills
BE IT FURTHER RESOLVED that the proper administrative officials of the Parish
of Calcasieu, State of Louisiana, be and they are hereby empowered, authorized,
and directed to spread said taxes, as hereinabove set forth, upon the
assessment roll of said Parish for the year 2006, and to make the collection of
the taxes imposed for and on behalf of the taxing authority, according to law,
and that the taxes herein levied shall become a permanent lien and privilege on
all property subject to taxation as herein set forth, and collection thereof
shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption
thereof, and the resolution was adopted by the following votes:

CERTIFICATE
I hereby certify that the foregoing is a true and exact copy of the resolution
adopted at a regular council meeting held on July 18, 2006, at which meeting a

Bills for the
month of June, 2006, were approved and payment authorized upon a
motion by Council Member Douglass,
seconded by Council Member Merchant and carried.
Mayor Riggins
updated the governing authority on pending grants and projects.
Council Member
Douglass discussed an ongoing problem with delivery trucks taking up several
parking spaces in the downtown district.
After
discussion, it was moved by Council Member Douglass to introduce the following
Ordinance and hold a public hearing on said ordinance at the August 15th
regular meeting. The motion was seconded
by Council Member Merchant and the vote cast thereon was as follows:

OF SAID ORDINANCE AT A REGULAR
MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

MEETING PLACE OF SAID MAYOR
AND COUNCIL, AT CITY

IMMEDIATELY
AFTER SAID PUBLIC HEARING THE COUNCIL

CONSIDER ADOPTION OF SAID ORDINANCE.
Ricky Fox, Chief
of Police gave the monthly police department report for the month.
In the absence
of
Chief Merchant
reported that the new fire truck arrived last week and the new generator for
Southside will be in next week.
Chief Merchant
discussed entering into a Joint Service Agreement with Caldwell Parish Fire
Department whereby donating to them two old fire trucks that have not been in
service for several years.
Upon the
recommendation of Chief Merchant it was moved by Council Member Douglas to
authorize the Mayor enter into a Joint Service Agreement whereby donating to
Caldwell Parish Fire Department two used/out of service fire trucks from the
Vinton Volunteer Fire Department. The
motion was seconded by Council Member Stinson and carried.
Mr. Rapheal Fontenot, President of the Vinton Housing Authority
Board presented Mayor Riggins with a check in the amount of $10,340.52 for
payment in lieu of taxes.
Mayor Riggins
requested that the Council consider accepting a maximum of $5,000.00 as payment
in lieu of taxes from the Housing Authority this year.
It was moved by
Council Member Merchant that the town accept $5,000.00 from the Vinton Housing
Authority for payment in lieu of taxes for the 2005 tax year. The motion was seconded by Council Member
Douglass and carried.
There being no
further business to come before the Governing Authority, it was moved by
Council Member Douglass that the meeting be adjourned. The motion was seconded by Council Member Loyd
and carried.
