The Mayor and Council of the Town of Vinton,
Louisiana, met in regular session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th
day of July, 2007, with the following members present:

Total Payroll for June, 2007 $ 89,204.15
Total Receipts for June, 2007 $1,134,925.05

Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in
prayer, and there followed the Pledge of Allegiance.
It was moved by Council Member Merchant
that the minutes of prior meeting/s, copies of
which were mailed to each Council Member, be
approved as written. The motion was
seconded by Council Member Douglass and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Ms. Vice informed the governing authority and department heads that work
would begin shortly on the 2008 budget and the 2007 budget amendment. She reminded department heads that they
needed to remain strictly within their budgets during these next three months.
Bills for the month of June, 2007,
were approved and payment authorized upon a
motion by Council Member
Douglass, seconded by Council Member Merchant and carried.
Mrs. Viola Broussard, Vice President
of the Vinton Housing Authority presented Mayor Stinson with a check in the
amount of $5,000.00, for payment in lieu of taxes.
Mayor Stinson updated the governing
authority on pending grants and projects.
It was moved by
Council Member Loyd that the following Resolution be adopted the motion was
seconded by Council Member Douglass:
RESOLUTION
BE IT RESOLVED
by the Governing Authority of the Town of Vinton, Louisiana, that Mayor Kenneth
O. Stinson is hereby authorized and empowered to apply for a grant with the
Calcasieu Parish Police Jury Road and Drainage Trust Fund in the amount of
$139,000.00 for the West Street Sidewalk Project.
BE IT FURTHER
RESOLVED that the Governing Authority approves the 60/40 match with the local
portion being 60%.

Upon the recommendation of the
architect, it was moved by Council Member Merchant to accept the low bid of
$254,970.00, from Bruno Construction, for the construction of a new maintenance
building. The motion was seconded by
Council Member Douglass and carried.
Mayor Stinson asked the council if
they had any comments regarding the garbage bid package given to them at the
last meeting for their review.
There being no comments from the
council, it was moved by Council Member Douglass to advertise for bids on Residential
Garbage Service in the Town of Vinton, Louisiana and that the bids be received
and opened at the next regular council meeting.
The motion was seconded by Council Member Loyd and carried.
Ricky Fox, Chief of Police gave the monthly Police Department report.
It was moved by
Council Member Vice to amend the agenda to hear an item regarding the ditch on
the east side of
Ms. Toni
Caraway, representing CCOA presented a Vinton Elderly Housing Project to the
governing authority and asked for their support in this endeavor.
After
presentation, it was moved by Council Member Loyd that the following Resolution
be adopted in support of the Vinton Elderly Housing Project. The motion was seconded by Council Member
Merchant and the vote cast thereon was as follows:

Ms. Mary Chiasson discussed problems
she is having with Waste Management regarding garbage pick-up.

the Governing Authority, it was moved by Council Member Merchant that the meeting
be adjourned. The motion was seconded by
Council Member Douglass and carried.
