The
Mayor and Council of the Town of Vinton, Louisiana, met in regular session at
the regular meeting place of said Mayor and Council, in the Town Hall, Vinton,
Louisiana, at 6:00 p.m. on the 15th day of July, 2008, with the following
members present:

Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It was moved by Council Member Merchant
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Bujard and carried.
Mary
Vice, City Clerk gave the monthly Administration Department report.
Bills
for the month of June, 2008, were approved and payment authorized upon a motion
by Council Member Bujard, seconded by Council Member Merchant and carried.
Mayor
Stinson introduced Mr. Allen Wainwright and Mr. David Marcantel to discuss the
possibility of the town entering into a Joint Service Agreement with the Parish
in regard to animal services.
There
was much discussion regarding response time, enforcement and presence in the
area.
After
discussion, it was moved by Council Member Bujard to authorize the Mayor to
enter into a Joint Service Agreement with Calcasieu Parish Animal Services for
animal control and services in the Town of
Mayor
Stinson recommended that the town’s electric customers be given a 10% discount
on their August 30th billing.
It
was moved by Council Member Merchant that a 10% discount be given to all
electric customers of the Town of
Mayor
Stinson discussed possibly adopting a resolution that would prohibit parking on
the grass at Venissat Ballpark.
After
discussion, it was moved by Council Member Merchant that the following
Resolution be adopted prohibiting parking on the grass on city property. The motion was seconded by Council Member
Bujard and the vote cast thereon was as follows:

RESOLUTION
BE
IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, that it has been determined that public convenience
and necessity require that parking be prohibited on the grassy areas of all
city property, including, but not limited to, city park complexes and baseball
park complexes.
BE
IT FURTHER RESOLVED that the Director of Public Works shall be responsible to
erect official signage marking areas where parking is prohibited.

discussion, it was moved by Council Member Merchant that the following
Resolution be adopted allowing for an exception to the set-back ordinance, all
subject to the Knights of Columbus satisfying the Mayor and the Town Attorney
with appropriate documentation evidencing exactly what the exception is. The motion was seconded by Council Member
Douga and the vote cast thereon was as follows:

RESOLUTION
BE
IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, that the
Vinton Knights of Columbus, regarding their construction plans for a KC Hall
and associated structures on its property on the corner of Horridge and South
Streets, have requested that the Vinton Town Council
authorize an exception to the town’s setback ordinance allowing for a 5’ distance
from the alley for the construction of a 15x40 outdoor kitchen, said 5’ running
from the edge of the kitchen to the alley, and a 6’ distance from Horridge Street to the
edge of the awning on the
front of the main building.
BE
IT FURTHER RESOLVED that requested exception be approved contingent upon the
Mayor and the Town Attorney receiving and approving a certified copy of a plat
with the requested exceptions being evidenced and documented to the
satisfaction of the Mayor and the Town Attorney.

was moved by Council Member Merchant to recess the regular meeting for an
executive session. The motion was
seconded by Council Member Douga and carried.
It
was moved by Council Member Bujard that the regular meeting be
re-convened. The motion was seconded by
Council Member Douga and carried.
Mayor
Stinson reported that the executive session was held to discuss litigation
strategy regarding FEMA.
It
was moved by Council Member Merchant that the following Resolution be adopted
regarding legal action against FEMA. The
motion was seconded by Council Member Bujard and the vote cast thereon was as
follows:

NAYS: None
ABSENT: Council Members Loyd and Vice
RESOLUTION
BE
IT RESOLVED THAT the Mayor and the Town Attorney be authorized to engage the
services of an attorney or attorneys who shall represent the Town in potential
litigation with FEMA regarding unpaid claims for public assistance following
Hurricane Rita clean-up operations.
