Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
It was moved by Council Member Loyd
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Merchant and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
It was moved by Council Member Douga
and seconded by Council Member Bujard that the following Resolution be adopted:
RESOLUTION
BE IT
RESOLVED, that the following millage is hereby levied on the 2009 tax roll on
all property subject to taxation by the Town of

BE IT FURTHER RESOLVED
that the proper administrative officials of the Parish of Calcasieu, State of
Louisiana, be and they are hereby empowered, authorized, and directed to spread
said taxes, as hereinabove set forth, upon the assessment roll of said Parish
for the year 2009, and to make the collection of the taxes imposed for and on
behalf of the taxing authority, according to law, and that the taxes herein
levied shall become a permanent lien and privilege on all property subject to
taxation as herein set forth, and collection thereof shall be enforceable in
the manner provided by law.
The foregoing resolution
was read in full, the roll was called on the adoption thereof, and the
resolution was adopted by the following votes:

After a lengthy discussion, it was
moved by Council Member Merchant to appoint the
Mayor Stinson presented Council
Member Vice with a plaque in honor and appreciation of his years of service as
a council member.

ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE TOWN OF
That section 7-23 of the
Code of Ordinances,
Sec. 7-23. Notice to owner to show cause why building
should not be condemned.
The Mayor shall, upon
submission of the report referred to in section 7-22, serve notice on the owner
of the building or other structure which is the subject of such report
requiring him to show cause at a meeting of the mayor and town council why the
building or structure should not be condemned.
The date and hour of the meeting shall be stated in the notice which
shall be served at least ten (10) days before the date of the hearing, except
in case of grave public emergency as hereinafter provided. The notice may be served by the town’s chief
of police or his designee, ward marshal in and for the town and ward seven, or
by any sheriff, deputy sheriff or constable having jurisdiction and power to
serve legal process where the owner of the building or structure is found in
the state. The officer making such service
shall make return of service as in ordinary cases.

ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE TOWN OF
That section 7-28 of the
Code of Ordinances,
Sec. 7-28. Demolition or removal by town.
(a)
In the event the owner or
the occupant of the building or structure which is the subject of the report
referred to in section 7-22 fails or refuses to comply with the decision of the
mayor and town council and fails to appeal therefrom within the legal delays as
provided in R.S. 33:4763, then the mayor may proceed with the demolition or
removal of the condemned building or structure, in which case neither he nor
the town shall be liable for damages.
(b)
Prior to the demolition or
removal of the building or structure by the town, the town’s chief of police or
his designee or the mayor or some official designated by him shall serve notice
on the owner or his agent, and on the occupant of the building, if there is
any, or upon the attorney-at-law appointed to represent the minor, interdict,
or absentee owner, specifying the time when the work will begin upon the
demolition or removal of the building or structure.

ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE TOWN OF
That section 21-1 of the
Code of Ordinances,
Sec. 21-1. Duties of Chief of Police.
The duties of the chief of
police of the town shall be as follows:
(1)
Supervise the police
department in arresting all violators of the law and bringing them before the
mayor or mayor pro tem, who shall try them without further formal complaint,
other than that preferred by the chief after the arrest has been made;
(2)
Supervise the collection of
all fines and pay them over to the tax collector or treasurer, getting a
receipt therefore;
(3)
Summon others to assist him
in making arrests;
(4)
Investigate all reasonable
complaints made to or about the police department by citizens of the town;
(5)
Supervise the police
department, including making recommendation to the mayor and town council, to
improve morale and efficiency;
(6)
Serve all notices, rules, orders
and process of the town council required to be served upon a person, as well as
all notices, rules, orders and process of the mayor required to be served upon
a person, as well as all notices, rules orders and process of the mayor’s
court;
(7)
Perform such other duties
as may be designated by the mayor and council from time to time.

Mr. Allen Patterson was not present
to discuss his request for a variance to the Mobile Home Ordinance.
It was moved by Council Member Douga
to deny Mr. Patterson’s request for permission to use mobile home pre-cast
concrete footings at the 500 block of Hwy 90 as compliance with Ordinance
15.5-54. The motion was seconded by
Council Member Loyd and carried.
Chief of Police, Ricky Fox gave the
monthly police department report.
Upon the recommendation of the Chief
of Police, it was moved by Council Member Merchant that Rhonda Schalk be hired
as a probationary dispatcher. The motion
was seconded by Council Member Vice and carried.
Mr. Vice reported that there is a
power outage scheduled for the town on Friday, June 19, 2009, from midnight to
6:00 A.M. for the purpose of making repairs at the sub-station.
Mr. Vice discussed the 2009 Overlay
Project with the governing authority.

Council Member Loyd to adopt the following Resolution. The motion was seconded by Council Member
