Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and there
followed the Pledge of Allegiance.
Mayor Stinson announced that some
items on the agenda would be taken out of order.
Mayor Stinson recognized the Troop 36
Boy Scouts and their parents.
It was moved by Council Member Merchant
that the minutes of prior meeting/s, copies of which were mailed to each
Council Member, be approved as written.
The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Bills for the month of April, 2009,
were approved and payment authorized upon a motion by Council Member Douga,
seconded by Council Member Bujard and carried.
Mr. Allen Patterson requested a
variance to the Mobile Home Ordinance allowing him to place the mobile homes on
precast concrete footings instead of the required paved foundation.
After discussion, it was moved by
Council Member Loyd to advertise and hold a Public Hearing regarding Mr.
Patterson’s variance request on June 16, 2009.
The motion was seconded by Council Member Merchant and carried.
Mayor Stinson and Attorney Minaldi
discussed the future leasing, selling, swapping etc. of municipal owned
properties with the governing authority.
The governing authority will have to adopt an ordinance setting minimum
requirements for any piece of property that is to be leased, sold or swapped.
After discussion, it was moved by
Council Member Douga to authorize the attorney to draft an ordinance with
minimum requirements for leasing the building located downtown (
It was moved by Council Member
Merchant to authorize the attorney to draft an ordinance with minimum
requirements regarding the swapping of the following property with the
1608 & 1610
Center Street (Town of
It was moved by Council Member Douga
that the property where the old jail is located be considered surplus property
and that the attorney be authorized to draft an ordinance with minimum
requirements to sale said property. The
motion was seconded by Council Member Bujard and the vote cast thereon was as
follows:

Mayor Stinson updated the governing
authority on pending grants and projects.
It was moved by Council Member Loyd
that the following Resolution be ratified and adopted. The motion was seconded by Council Member

Mayor Stinson asked the Director of
Public Works to show a slide show he put together on the repair of the

It was moved
by Council Member Loyd that the following Resolution be adopted. The
motion was seconded by
Council Member Merchant and carried.
RESOLUTION
BE IT RESOLVED by the Governing
Authority of the Town of Vinton, Louisiana, in Regular Session convened on the
19th day of May, 2009, that it does hereby urge and request the
members of the Calcasieu Congressional Delegation to support efforts being made
to keep the existing Interstate-10 bridge fully operational while its
replacement span is constructed to avoid significant traffic problems and
delays which would be created by re-routing traffic to Interstate-210.

Chief of Police, Ricky Fox gave the
monthly police department report.
Upon the recommendation of the Chief
of Police, it was moved by Council Member Merchant that Evan Scott Spell be
hired as a probationary patrolman. The
motion was seconded by Council Member Bujard and carried.
Terry Vice, Director of Public Works
gave the monthly public works and electrical department reports.
Jerry Merchant, Fire Chief gave the
monthly Fire and Civil Defense reports.
Mr. Horace Thibodeaux discussed
problems he has encountered with dogs not being on a leash.
There being no further business to
come before the Governing Authority, it was moved by Council Member Loyd that
the meeting be adjourned. The motion was
seconded by Council Member Bujard and carried.
