Kenneth O. Stinson, Mayor called the meeting to
order. Fire Chaplin Tibbitts led in
prayer, and then followed the Pledge of Allegiance.
It was moved by
Council Member Bujard that the minutes of prior meetings, copies of which were
mailed to each Council Member prior to the meeting, be approved as
written. The motion was seconded by
Council Member Douga and carried.
Mary Vice, City
Clerk gave the monthly Administration Department report.
Bills for the
month of April, 2011, were approved and payment authorized upon a motion by
Council Member Loyd, seconded by Council Member Bujard and carried.
Mayor
Stinson presented proclamations to the following “Students of the Year”:

Main –
Mayor Stinson
updated the governing authority on pending grants and projects.
A motion was
made by Council Member Merchant and seconded by Council Member Douga that a Procurement
Policy be adopted for compliance with the LCDBG program. (Exhibit “A”)
Motion carried.
Mayor Stinson
discussed possibly adopting an ordinance prohibiting the sale of synthetic
cannabinoids in the Town of
Council Member
Bujard deferred his discussion on the Minimum
Ricky Fox, Chief
of Police gave the monthly Police Department report.
In the absence
of
It was moved by
Council Member Loyd that Chief Merchant be allowed to advertise for bids on a
Commercial Non-Walk In Rescue Truck. The motion was seconded by Council Member
Douga and carried.
Ms. Anne
St.Julien was not present to address the Council.
Ms. Bonnie
Douget requested an exception to the Minimum Lot Size Ordinance at 1528
Industrial Street, to allow her to place a mobile home on the lot where another
mobile home is already set up.
After a lengthy
discussion, it was moved by Council Member Bujard to deny the exception to the
Minimum

There being no
further business to come before the Governing Authority, it was moved by
Council Member Douga that the meeting be adjourned. The motion was seconded by Council Member Bujard
and carried.
