The Mayor and Council of
the Town of Vinton, Louisiana, met in special session at the regular meeting
place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 4:00 P.M.
on the 9th day of May, 2006, after full compliance with all
requirements as to notice and otherwise in respect to convening of said meeting
with the following members present:
David
T. Riggins, Mayor
William “B.B” Loyd, Council Member
Kevin Merchant, Mayor-Pro-Tem
Kenneth O. Stinson, Council Member
Edward J. Vice, Council Member
ABSENT: Karen Douglass, Council Member
ALSO PRESENT:
Andre’ Buisson, Town Attorney
David T. Riggins, Mayor
called the meeting to order and reported that the purpose of the meeting was as
follows:
1. To
discuss and/or transact business pertinent to adopting a resolution pertaining
to the remaining clean-up of Hurricane Rita.
2. To discuss and/or transact business
pertinent to re-scheduling the May regular
Council Meeting.
The governing authority discussed the
completion of the remaining debris clean-up at length.
After discussion, it was
moved by Council Member Loyd to authorize the mayor to enter into a mutual, voluntary termination of
contract with Meyer & Associates Engineers for providing monitoring
services of Hurricane Rita debris removal and disposal by private contractors
and sub-contractors, terminating future obligations of all parties to perform
under the agreement and preserving rights already accrued, and to authorize the
mayor to enter into a mutual, voluntary termination of contracts with Alabama
Emergency Response Inc. for Hurricane Rita debris removal of October 3, 2005 as
amended November 9, 2005, terminating future obligations of all parties to
perform under the agreements and preserving rights already accrued. The
motion was seconded by Council Member Merchant and the vote cast thereon was as
follows:

Vice
NAYS: None
ABSENT: Council Member Douglass
It
was moved by Council Member Stinson to authorize the mayor to continue discussions and
to do all things and sign all documents reasonably required to provide for
engagement of the United States Army Corps of Engineers (USACE) to provide for
completion of Hurricane Rita debris removal and disposal, (rights of way and
private property), related hanger and stump removal and disposal in addition to
demolition of structures required as a result of damage from Hurricane Rita,
due to the present inability of the Town to promptly and efficiently perform
these services itself or to engage the services of a contractor with adequate
resources to meet deadlines, and all to be done within the guidelines of the
Federal Emergency Management Agency(FEMA). The motion was seconded by Council Member Loyd
and the vote cast thereon was as follows:

NAYS: None
ABSENT: Council Member Douglass
After
discussion, it was moved by Council Member Loyd to hold a special meeting on
May 23, 2006, at 6:00 P.M., in lieu of the regularly scheduled May 17th,
2006, council meeting. The motion was
seconded by Council Member Merchant and the vote cast thereon was as follows:

Vice
NAYS: None
ABSENT: Council Member Douglass
There
being no further business to come before the Governing Authority, it was moved
by Council Member Merchant that the meeting be adjourned. The motion was seconded by Council Member Loyd
and carried.
