The President
and Board of Commissioners of the Vinton Harbor and Terminal District met in
regular session on April 12, 2006, at the Town of Vinton, Town Hall, Vinton,
Louisiana, at 1:30 P.M. after full compliance with all requirements as to
notice and otherwise in respect to convening of said meeting with the following
members present:

Jimmy
Ballard, Commissioner
Mark
Daigle, Commissioner
Billy
Ray Vice, Commissioner
ABSENT: C.W.
Lockhart, Commissioner
President Sonnier called the meeting to order.
It was moved by
Commissioner Daigle that the minutes from the prior meeting be approved as
written. The motion was seconded by
Commissioner Vice and carried.
Lee Lancon, Engineer brought the governing authority up to date
on a new project proposed by Dunham Price.
After
discussion, it was moved by Commissioner Vice to approve the Memorandum of
Understanding (Exhibit “A”) submitted by Dunham Price as presented. The motion was seconded by Commissioner
Daigle and carried.
It was moved by
Commissioner Ballard to authorize Dunham Price to begin production of new
project. The motion was seconded by
Commissioner Daigle and carried.
It was moved by
Commissioner Daigle to authorize the Engineer to proceed with the necessary
steps toward fulfilling the port’s obligations as stated in the memorandum of
understanding. The motion was seconded
by Commissioner Vice and carried.
Bills
for the month were approved upon a motion by Commissioner Daigle, seconded by
Commissioner Vice and carried.
The following
names were submitted by the Town of

It was moved by
Commissioner Daigle that Gene Sonnier be re-appointed
to the Board of Commissioners. The
motion was seconded by Commissioner Ballard and carried.
It was moved by
Commissioner Daigle that the Board Officers serve another year in their
respective offices as follows:

Daigle, Vice President

Lockhart, Secretary/Treasurer
The
motion was seconded by Commissioner Vice and carried.
After
discussion, it was moved by Commissioner Vice to authorize the Engineer to move
forward in pursuing a wetlands permit for harbor property. The motion was seconded by Commissioner
Daigle and carried.
It was moved by
Commissioner Vice to authorize the President the power to negotiate in all
areas regarding the Dunham Price Project.
The motion was seconded by Commissioner Daigle and carried.
There being no further business to come before the Governing
Authority, it was moved by Commissioner Daigle that the meeting be
adjourned. The motion was seconded by
