The Mayor and Council of the Town of Vinton,
Louisiana, met in special session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 P.M., on the 25th
day of March, 2008, after full compliance with all requirements as to notice
and otherwise in respect to convening of said meeting with the following
members present:
Kenneth O. Stinson, Mayor
William “BB” Loyd, Council Member
Kevin Merchant, Mayor-Pro-Tem
Edward J. Vice, Council
Member
ABSENT: None
ALSO PRESENT:
Kenneth Stinson, Mayor called the meeting to
order and reported that the purposes of the meeting were as follows:
To discuss and/or transact business pertinent to
Employee Appeal Hearing.
To discuss and/or transact business pertinent to
garbage pick-up.
To discuss and/or transact business pertinent to
Demolition Hearings
Mayor Stinson introduced the
first item on the agenda, and he asked Mr. Minaldi to begin the matter.
Mr. Minaldi noted for the
record that the first matter was the appeal of an employment matter regarding
Arthur Phillips. Mr. Minaldi stated that
Mr. Phillips was notified by letter dated February 19, 2008 of a disciplinary
matter to be presented by the Chief Of Police (“Chief”) to the Mayor and Board
of Alderman (“Board”) on February 22, 2008.
Mr. Minaldi also stated that, on the day of, and just prior to
commencement of, the February 22, 2008 meeting, a copy of the Chief’s
recommendation for disciplinary action was provided to Mr. Phillips. Mr. Minaldi stated that, in Executive Session
at the February 22, 2008, the Mayor and the Board heard the Chief’s
presentation and that, after deliberations following the Chief’s presentation,
the Mayor and the Board determined that Mr. Phillips’ employment with the
Police Department of the Town of
Mr. Minaldi next stated
that, by letter dated March 3, 2008, Mr. Fonti notified the Mayor that Mr.
Phillips was appealing the decision of the Mayor and the Board, and that the
opportunity to address to Mayor and the Board was requested. Mr. Minaldi next stated that the Public
Notice regarding the special meeting of the Board, to hear this Employee
Appeal, was posted at City Hall at noon on March 19, 2008.
Mayor Stinson asked Mr.
Phillips if he wanted to conduct his Appeal Hearing in Public or Executive
Session. Mr. Phillips requested an
Executive session.
It was moved by Council
Member Loyd that at the request of Mr. Phillips the special meeting be recessed
for an executive session to conduct his appeal hearing. The motion was seconded by Council Member Douglass
and the vote cast thereon was as follows:
YEAS: Council Members Bujard, Douglass, Loyd,
Merchant and Vice
NAYS: None
ABSENT: None
It was moved by Council
Member Douglass that the special meeting be re-convened. The motion was seconded by Council Member Loyd
and carried.
It was moved by Council
Member Merchant that the February 22, 2008, ruling terminating Lt. Arthur
Phillips employment with the Town of Vinton Police Department be upheld. The motion was seconded by Council Member Bujard
and the vote cast thereon was as follows:

Merchant and Vice

ABSENT: None

Manager informed the Governing Authority of procedures he is putting in place
to alleviate the current problems regarding the garbage pick-up.
Mayor Stinson reported that
letters had been sent to the following landowners informing them of their
Demolition Hearing date and there was no response from the landowners:

There being no response from
EMC Mortgage Corp or Renee Owens Jones, it was moved by Council Member Merchant
to proceed with the demolition process at
There being no further
business to come before the Governing Authority, it was moved by Council Member
Loyd that the meeting be adjourned. The
motion was seconded by Council Member Douglass and carried.
