Vinton, Louisiana

                                                The Mayor and Council of the Town of Vinton, Louisiana, met in special session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:30 P.M., on the 22nd day of February, 2008, after full compliance with all requirements as to notice and otherwise in respect to convening of said meeting with the following members present:

 

                                                                                                                        Kenneth O. Stinson, Mayor

                                                                                                                        Bliss Bujard, Council Member

                                                                                                                        Karen Douglass, Council Member

                                                                                                                        William “BB” Loyd, Council Member

                                                                                                                        Kevin Merchant, Mayor-Pro-Tem

Edward J. Vice, Council Member

                                                                                                                                                                                                                                                                                                                                                                                                ABSENT:                           None

                                                                                                                       

                                                    ALSO PRESENT:                               Thad Minaldi, Town Attorney

 

                                                Kenneth Stinson, Mayor called the meeting to order and reported that the purpose of the meeting was as follows:

 

1.      To discuss and/or transact business pertinent to possible Executive Session regarding police personnel.

 

                                                It was moved by Council Member Merchant that the regular meeting be recessed for an executive session to discuss a disciplinary matter concerning the character or professional competence of an employee of the police department.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                        YEAS:  Council Members Bujard, Douglass, Loyd, Merchant and Vice

 

                                                                        NAYS:  None

 

                                                            ABSENT:  None

 

                                                It was moved by Council Member Douglass that the regular meeting be re-convened.  The motion was seconded by Council Member Merchant and carried.

 

                                                Mayor Stinson reported that the purpose of the executive session was to hear a disciplinary matter presented by Chief Fox regarding his recommendation to terminate Lt. Arthur Phillips.

 

                                                It was moved by Council Member Bujard that upon the recommendation of the Chief of Police that Lt. Arthur Phillips employment with the Town of Vinton Police Department be terminated immediately due to violations of the Town of Vinton Personnel Policy.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                                        YEAS:  Council Members Bujard, Douglass, Loyd, Merchant and Vice

 

                                                                        NAYS:  None

 

                                                            ABSENT:  None

 

                         There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Douglass and carried.
