VINTON, LA

                February 17, 2009

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th day of February, 2009, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William “BB” Loyd, Council Member

                                                                                Kevin Merchant, Mayor Pro Tem

                                                                                Edward J. Vice, Council Member

                                                                                                                                                               

                                ABSENT:                              None

                                                                The following Reports were submitted:

 

                                Total Payroll for January, 2009                                                                   $    88,082.71                 

                                Total Receipts for January, 2009                                                                                $  790,151.46 

                                Total Disbursements for January, 2009                                                   $  720,900.24    

                                Total Bills for January, 2009                                                                        $  479,179.35  

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and there followed the Pledge of Allegiance.

 

Mayor Stinson presented a Proclamation to the American Legion and VFW honoring the Four Chaplins Memorial Day.

                               

                                It was moved by Council Member Douga that the minutes of prior meeting/s, copies of which were mailed to each Council Loyd, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.

 

                                Bills for the month of January, 2009, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Douga and carried.

 

                                Mr. Jason Barnes explained the proposed Calcasieu Parish Litter Program to the governing authority and public present.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He reported that he had received notification on being awarded the following grants:

 

1.       L-GAP for upgrades to the Industrial Street Lift Station - $35,000.00

2.       L-TAP for variable message board - $24,700.00

3.       Louisiana Senate Appropriation Grant for Welcome to Vinton sign @ exit 8 and downtown mural - $25,000.00

 

                                It was moved by Council Member Merchant that the following Resolution be ratified authorizing the Mayor to act of behalf of the Town in all matters pertaining to the “Extension of Center Street Bridge Project”.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

YEAS:  COUNCIL MEMBERS Bujard, Douga, Loyd, Merchant and Vice

 

NAYS:  None

                                                  

                                                         ABSENT:  None

                                                                                                RESOLUTION

 

                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, that Mayor Kenneth O. Stinson is hereby authorized and empowered to act on behalf of the Town of Vinton, in all matters pertaining to the “Extension of Center Street Bridge Project” including certifying requests for State disbursements.

 

                                APPROVED AND ADOPTED this 9th day of February, 2009.

                                The demolition of 1413 East Street was discussed at length.  Mr. Stoddard was not present to report on his progress as instructed at the January Council meeting.  Council Members reported on their findings of the property and how they did not agree with some of the statements made by Mr. Stoddard at last months meeting.

 

                                After discussion, it was moved by Council Member Loyd to move forward the demolition of 1413 East Street.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant and Vice

 

                                                                NAYS:  None

 

                                                          ABSENT:  None

 

 

                                Ricky Fox, Chief of Police gave the monthly Police Department report.

 

                                Upon the recommendation of the Chief, it was moved by Council Member Vice that Cynthia Granger be hired as a probationary dispatcher in the Police Department.  The motion was seconded by Council Member Merchant and carried.

 

                        In the absence of Terry Vice, Director of Public Works a written report for the monthly Public Works and Electrical Department reports was submitted.

 

                                Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
