Kenneth O. Stinson, Mayor called the meeting to
order. Chaplin Tatum led in prayer, and then
followed the Pledge of Allegiance.
It was moved by
Council Member Douga that the minutes of prior meetings, copies of which were
mailed to each Council Member prior to the meeting, be approved as
written. The motion was seconded by
Council Member Loyd and carried.
Mary Vice, City
Clerk gave the monthly Administration Department report. Ms. Vice announced that IESI submitted the
2010 CPI and 4th quarter fuel charge to the town, thereby increasing
the garbage rate to $19.50/customer beginning with the January 31, 2011,
billing cycle.
Bills for the
month of December, 2010, were approved and payment authorized upon a motion by
Council Member Patin, seconded by Council Member Merchant and carried.
Ms. Toni Caraway
and Mr. John Citizen reported on the completed Vinton Senior Manor housing
project.
Mayor Stinson
updated the governing authority on pending grants and projects.
Mayor Stinson discussed
the Water Treatment Improvement Project with the governing authority.
After
discussion, it was moved by Council Member Douga that the following Resolution
be adopted. The motion was seconded by
Council Member Loyd and the vote cast thereon was as follows:

RESOLUTION
BE IT RESOLVED
by the governing authority of the Town of Vinton, Louisiana, in regular session
convened that Mayor Kenneth O. Stinson is hereby authorized and empowered to
enter into a Cooperative Endeavor Agreement with the State of Louisiana, to
serve the public for the purpose of Water Treatment Plant Improvements.
BE IT FURTHER RESOLVED that the City Clerk, Mary O. Vice, is
hereby designated to act on behalf of the Town of

called for hearing the matter of condemnation of the buildings and structures

the report from the Parish Inspector and upon his recommendation, it was moved
by Council Member Merchant that an order be entered condemning the buildings
and structures located at 901 Williams Road and ordering that the buildings and
structures be demolished and removed under and pursuant to Article II, Section
7-26 of the Town of Vinton Code of Ordinances. The motion was seconded by Council Member
Bujard and the vote cast thereon was as follows:

read aloud the proposed Flood Damage Prevention Ordinance.
It was moved by
Council Member Merchant that the regular meeting be recessed for a public
hearing on the proposed ordinance. The

Landry asked why some areas in town were now being considered in a flood
zone. The Mayor informed her that it is
because the new flood zone maps show a larger area around

ORDINANCE
ORDINANCE OF THE BOARD OF ALDERMEN OF THE TOWN OF
AMENDING SECTION 10.1, FLOOD DAMAGE PREVENTION, OF
THE CODE OF ORDINANCES OF THE TOWN OF
WHEREAS,
the Town of Vinton (“Town”) has received correspondence from the Federal
Emergency Management Agency’s Washington, D.C. office, U.S. Department Of
Homeland Security, notifying the Town of the final flood elevation
determination for the Town, as well as notifying the Town of the necessity of
the Town’s adoption of the current Flood Insurance Study for the Town of Vinton
(“FIS”) and accompanying Flood Insurance Rate Map (“FIRM”); and
WHEREAS,
the Town also was notified in the above described correspondence that the Town
must specifically adopt the above described FIS and FIRM in order for the Town
to continue to participate in the National Flood Insurance Program (“NFIP”);
and
WHEREAS,
the Board of Aldermen of the Town believe it is in the best interest of the
Town and of the citizens and residents of the Town to continue to participate
in the NFIP.
NOW,
THEREFORE, BE IT RESOLVED that Section 10.122 of the Code of Ordinances,
Sec.
10.1-22. Basis for
establishing the areas of special flood hazard.
The areas of special flood
hazard identified by the Federal Emergency Management Agency in the current
scientific and engineering report entitled, "The Flood Insurance Study
(FIS) for Calcasieu Parish, Louisiana and incorporated areas” dated February
28, 2011, with accompanying Flood Insurance Rate Maps (FIRM) dated February 18,
2011 and any revisions thereto, are hereby adopted by reference and declared to
be a part of this chapter.

Ricky Fox, Chief
of Police gave the monthly Police Department report.
Upon the
recommendation of Chief Fox, it was moved by Council Member Douga that Harold “Joey”
Dalfrey be hired as Assistant Chief of Police/Detective and Anastacio Michael
Perez be hired as a patrolman. The
motion was seconded by Council Member Patin and carried.
In the absence
of Terry Vice, Director of Public Works, written reports were submitted for the
electrical and public works departments.
Jerry Merchant,
Fire Chief gave the monthly fire and civil defense reports.
There being no
further business to come before the Governing Authority, it was moved by
Council Member Douga that the meeting be adjourned. The motion was seconded by Council Member Bujard
and carried.
