The Mayor and Council of the Town of Vinton,
Louisiana, met in regular session at the regular meeting place of said Mayor
and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th
day of January, 2008, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order. Council Member Merchant led in
prayer, and there followed the Pledge of
Allegiance.
Mayor Stinson recognized Police Juror
Ellis Hassien and thanked him for being present at the meeting.
It was moved by Council Member Douglass
that the minutes of prior meeting/s, copies of
which were mailed to each Council Member, be
approved as written. The motion was
seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the
monthly Administration Department report.
Bills for the month of December,
2007, were approved and payment authorized upon a
motion by Council Member Douglass,
seconded by Council Member Vice and carried.
Mayor Stinson updated the governing
authority on pending grants and projects.
Mayor Stinson announced the Mardi
Gras activities set for January 26, 2008 in the Town of

under File No. 497158 on May 22, 1951, in Plat Book 6, Page 40, which is
situated west of an imaginary north-south line beginning at the southeast
corner of Block 1 of H.P. Fontenot Subdivision and running to the northeast
corner of Block 3 of H.P. Fontenot Subdivision, and which same portion
generally is west of the right-of-way of Judy Street in the Town of Vinton, is
abandoned as provided by law.

That the Code of Ordinances,

22-13. Urinating in public place.
It shall be unlawful for
any person to urinate or to defecate upon any sidewalk, street, road or alley,
or in or on any hall, stairway or floor of any public building, or in any
street, alley, road or conveyance.
Further, It shall be unlawful for any person to urinate or to defecate in
any place in any public place or public building, other than in a toilet or
urinal in a public restroom. Further, it
shall be unlawful for any person to urinate or to defecate in any other place open to the
public view.

It was moved by Council Member
Merchant that the regular meeting be recessed for a Public Hearing on Ordinance
providing for Minimum Construction Distances between Property Lines. The motion was seconded by Council Member
Loyd and carried.
There were several questions from the
public present regarding when the Ordinance would take effect and who would it
affect. The Ordinance becomes effective
ten days after publication and all structures as they exist today are grandfathered
in, only additions and new constructions after the effective date of the
Ordinance will be required to adhere to the Ordinance.
There being no further discussion
from the public, it was moved by Council Member Loyd to re-convene the regular
meeting. The motion was seconded by Council
Member Vice and carried.
It was moved by Council Member Bujard
that the following Ordinance providing for Minimum Construction Distances
between Property Lines be adopted. The
motion was seconded by Council Member Loyd and the vote cast thereon was as
follows:

ORDINANCE PROVIDING FOR MINIMUM
CONSTRUCTION DISTANCES
BETWEEN PROPERTY LINES
That
the Code of Ordinances,
Section 7 – 10. Minimum Construction
Setbacks.
Notwithstanding
any other provision of this or any other ordinance, no building, residence or
other structure or portion thereof shall hereafter be constructed, moved,
reconstructed, or enlarged within a distance of 12 feet from the property
line of the lot or property which adjoins a street or road. Further, no building, residence or other structure
or portion thereof shall hereafter be constructed, moved, reconstructed, or
enlarged within a distance of 10 feet from the property line of an
interior line of the lot or property.
Regarding
a lot or property which adjoins 2 or more streets or roads (e.g. a corner lot),
no building, residence or other structure or portion thereof shall hereafter be
constructed, moved, reconstructed, or enlarged within a distance of 12 feet
from the property lines of the lot or property which adjoin a street or road.
