The Mayor and Council of the
Town of Vinton, Louisiana, met in regular session at the regular meeting place
of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on
the 17th day of January, 2012, with the following members present:

ABSENT: None
ALSO PRESENT: Cade Cole, Town Attorney

Reports were submitted:

Total Receipts
for December, 2011 $1,237,106.97

Kenneth O. Stinson, Mayor called the meeting to
order. Chaplin Tatum led in prayer, and then
followed the Pledge of Allegiance.
It was moved by
Council Member Douga that the minutes of prior meetings, copies of which were
mailed to each Council Member prior to the meeting, be approved as
written. The motion was seconded by
Council Member Bujard and
carried.
Mary Vice, City
Clerk gave the monthly Administration Department report.
Bills for the
month of December, 2011, were approved and payment authorized upon a motion by
Council Member Merchant, seconded by Council Member Douga and carried.
Nic Hunter,
Calcasieu Parish District 5 Police Juror was unable to attend the meeting.
Mayor Stinson
updated the governing authority on pending grants and projects.
Council Member Patin discussed the
demolition at 1110 Nelson Street.
Attorney Cole informed the governing
authority that the condemnation of 1110 Nelson can be ordered at the February
21, 2012, meeting.
Chief Ricky Fox gave the monthly
Police Department report.
Terry Vice,
Director of Public Works gave the monthly Public Works and Electrical
Department reports.
Mr. Vice
announced that an electrical outage is scheduled for February 3, 2012,
Mid-night till 4:00 A.M. to make ready to connect the new transformer.
Mr. Vice
reported that one (1) bid had been received in response to the Notice to
Bidders for 3G AMR Base Residential Electric Meters as follows:

Medical Park Dr.
Lafayette,
LA
$177,000.00
Upon the
recommendation of the Engineer, it was moved by Council Member Merchant that
the bid from Lafayette Winwater in the amount of $177,000.00 for 3G AMR Base
Residential Electric Meters be accepted.
The motion was seconded by Council Member Douga and carried.
Jerry Merchant,
Fire Chief gave the monthly fire and Civil Defense reports.
Mr. Lenwood
Sonnier came forward to discuss matters of the Vinton Volunteer Fire Department
and Chief Jerry Merchant.
Mayor Stinson
reported that upon notification to Chief Merchant of a possible discussion
regarding his character and leadership ability , he
requested that Mr. Sonnier’s complaint be held in executive session.
It was moved by
Council Member Loyd the regular meeting be recessed for an executive session
regarding the character/leadership of a department head. The motion was seconded by Council Member
Douga and carried.
It was moved by
Council Member Douga that the regular meeting be re-convened. The motion was seconded by Council Member
Bujard and carried.
No action was
required from the executive session.
There being no
further business to come before the Governing Authority, it was moved by
Council Member Douga that the meeting be adjourned. The motion was seconded by Council Member Loyd
and carried.
