VINTON, LA

January 16, 2007

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th day of January, 2007, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Karen Douglass, Council Member

                                                                                William “BB” Loyd, Council Member

                                                                                Kevin Merchant, Mayor Pro Tem

                                                                                Robert D. Tatum, Council Member

                                                                                Edward J. Vice, Council Member

 

                                ABSENT:                               None

 

                                ALSO PRESENT:                 Andre’ Buisson, Town Attorney

                                                                                Thad Minaldi, Town Attorney

                                                                                                                                                                                                               

The following Reports were submitted:

 

                                Total Payroll for December, 2006                                                                $ 131,473.26

                                Total Receipts for December, 2006                                                             $ 829,191.22

                                Total Disbursements for December, 2006                                 $ 836,918.72

                                Total Bills for December, 2006                                                                     $ 370,314.21

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Council Member Tatum led in

 prayer,  and there followed the Pledge of Allegiance.

 

                                It was moved by Council Member Douglass that the minutes of prior meeting/s, copies of

 which were mailed to each Council Member, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the administration report for the month.

 

                                Bills for the month of December, 2006, were approved and payment authorized upon a

motion by Council Member Vice, seconded by Council Member Douglass and carried.

 

                                Mayor Stinson updated the governing authority on the pending grants and projects.  He announced that an informational meeting regarding the proposed housing development on the Fontenot property will be held on January 24, 2007, at 5:30 p.m.

 

                                Mayor Stinson discussed a proposal from Delta Downs to extend the lease on the property where their sign is  located at the Senior Center.

 

                                After discussion it was moved by Council Member Douglass to approve and authorize the Mayor to sign the proposed lease extension with Delta Downs.  The motion was seconded by Council Member Merchant and carried.

 

                                Mayor Stinson discussed having the Town’s surplus equipment sold online.

 

                                It was moved by Council Member Merchant that Mayor Kenneth O. Stinson be appointed to represent the Town of Vinton on the LCDA Board.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council member Douglass to appoint Kenneth O. Stinson to the LEPA Board, representing the Town of Vinton and Terry J. Vice, Director of Public Works as alternate to said board.  The motion was seconded by Council Member Tatum and carried.

 

                                Mayor Stinson announced that the Town of Vinton Mardi Gras festivities will be held February 10, 2007.

 

                                Council Member Vice discussed the town building a sidewalk between Dominium Homes and Krippse Drive instead of waiting on the grant monies which were applied for said project.

 

                                After discussion, it was moved by Council Member Vice that the town pay for the erection of a sidewalk from Dominium Homes to Krippse Drive upon being denied grant monies that have already been applied for and upon availability of funds in the town’s budget.  The motion was seconded by Council Member Merchant and carried.

 

                                Council Member Vice discussed having an employment contract for Police Department employees, requiring them to remain employed with the town for 3 years or reimburse the town for their training fees.

 

                                Council Member Vice proposed a pay increase for the police department employees.

 

                                Mayor Stinson appointed himself, Council Members Loyd and Vice and department heads to look into the pay increase issue for all departments.

 

                                Council Member Vice discussed the property located at 1110 Nelson Street and its violation of the junk and noxious weed ordinance.  Attorney Buisson assured Council Member Vice that the appropriate notification will be sent to the landowner and the proper procedures will follow in order to have the property cleaned up.

 

                                Ricky Fox, Chief of Police gave the monthly Police Department report.

 

                                Upon the recommendation of the Chief of Police, it was moved by Council Member Vice that Penny Guidry be made a regular employee effective immediately.  The motion was seconded by Council Member Merchant and carried.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                                 There being no further business to come before the Governing Authority, it was moved by Council Member Douglass that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
